Big Beautiful Wall or Firewall?

If I had to choose between investing limited resources into the Big Beautiful Wall (as originally envisioned) and educating all employees of the federal government on common cybersecurity threats and best practices, I would, without a question invest in the latter. Our entire infrastructure is outdated and vulnerable, more so in large part due to complete lack of situational awareness among federal personnel on all levels.
